MONROVIA, Liberia (AP) — Liberia's presidential election Wednesday appeared headed for a run-off, with the top candidates neck and neck and the votes nearly fully counted. Once the votes from this round are finalized, the run-off will take place within 15 days. The Oct. 10 election is the tightest in the nearly two decades since the end of the country's civil war that killed some 250,000 people. Weah won that election amid high hopes brought about by his promise to fight poverty and generate infrastructure development in Africa’s oldest republic. But Weah has been accused of not living up to key campaign promises that he would fight corruption and ensure justice for victims of the country’s civil wars.

Accusations of sexual abuse by peacekeepers in Congo are not new and in the past have been considered the epicenter of the U.N.'s sexual abuse crisis. In 2017, of the 2,000 sexual abuse and exploitation complaints made against the U.N. worldwide over the past 12 years, more than 700 occurred in Congo.

Even before the fighting intensified, years of political instability meant Sudan had several million people internally displaced. The country also hosted 1.13 million refugees from other conflict-ridden countries, including South Sudan, Eritrea and Syria, according to UNHCR data. Tens of thousands of South Sudanese are flocking home from neighboring Sudan, which erupted in violence last month. Sam Mednick/APAmid the vast displacement, there have been increasing reports of gender-based violence and domestic violence, especially among internally displaced Sudanese populations, the UN Population Fund said. This includes 22 attacks on health facilities, six attacks which impacted warehouses, and nine attacks which affected supplies, among others.
